Background
of the Capacity Fund
In 2007,
the Stillaguamish Lead Entity organization established the
"Stillaguamish Capacity Fund" that watershed partners
use to support activities that contribute to the implementation
of habitat protection and restoration capital projects consistent
with the Watershed Resource Inventory Area 5 (WRIA 5) Chinook
Salmon Recovery Plan. In late 2009 the Stillaguamish Lead
Entity was awarded $137,000 in additional Capacity Funds for
the current 2009 - 2011 biennium.
Many WRIA
5 stakeholders and partners do not have the staff or resources
to participate in meaningful salmon recovery efforts. This
additional funding allows more agency, non-governmental organizations
(NGOs), and individuals to apply for and implement recovery
efforts. Over the past several years only a handful of agencies
and groups have applied for large project salmon recovery
dollars. With this additional funding we hope to see more
active partners applying for recovery dollars and more well
thought out recovery projects submitted to the State and Federal
government for funding. A flexible capacity fund is needed
to address a wide variety of capacity needs among our watershed
partners.
Current
Fund Status
The
2009-2011 capacity grant awards the Stillaguamish watershed
$137,211. Of this $112,211 is available for grant applicants.
The remaining $25,000 will be used to fund a 0.5 FTE to implement
stakeholder outreach to salmon recovery partners, targeted
landowner outreadh, and to engage the general public within
the watershed. All of the previous biennium funds ($129K)
have been allocated, but $97,000 is yet to be billed by recipients.

Application
Guidelines
Agency
cap total of $20,000 per biennium. Project proposals should
not be adding on to previous proposals but be unique and individually
not total more than $10,000.
