Updates to Stillaguamish Puget Sound Acquisition & Restoration (PSAR) 6% Capacity Fund for 2009 - 2011:

  • Quarterly grant deadlines on the 15th day of January, April, July, and October.
  • Progress reports and invoices now due quarterly on the 1st of October, January, April, July.
  • Fund has increased from 5% to 6%.
  • Maximum funded per agency: $20,000 with an individual project cap of $10,000.

 

Background of the Capacity Fund

In 2007, the Stillaguamish Lead Entity organization established the "Stillaguamish Capacity Fund" that watershed partners use to support activities that contribute to the implementation of habitat protection and restoration capital projects consistent with the Watershed Resource Inventory Area 5 (WRIA 5) Chinook Salmon Recovery Plan. In late 2009 the Stillaguamish Lead Entity was awarded $137,000 in additional Capacity Funds for the current 2009 - 2011 biennium.

Many WRIA 5 stakeholders and partners do not have the staff or resources to participate in meaningful salmon recovery efforts. This additional funding allows more agency, non-governmental organizations (NGOs), and individuals to apply for and implement recovery efforts. Over the past several years only a handful of agencies and groups have applied for large project salmon recovery dollars. With this additional funding we hope to see more active partners applying for recovery dollars and more well thought out recovery projects submitted to the State and Federal government for funding. A flexible capacity fund is needed to address a wide variety of capacity needs among our watershed partners.

 

Current Fund Status

The 2009-2011 capacity grant awards the Stillaguamish watershed $137,211. Of this $112,211 is available for grant applicants. The remaining $25,000 will be used to fund a 0.5 FTE to implement stakeholder outreach to salmon recovery partners, targeted landowner outreadh, and to engage the general public within the watershed. All of the previous biennium funds ($129K) have been allocated, but $97,000 is yet to be billed by recipients.

The Capacity Fund will address and may support the following specific needs:

- Review and prioritization of teh 3-year work plan projects

- Grant writing

- Project implementation assistance

- Technical assistance

- Stewardship education and outreach activities

 

Application Guidelines

Agency cap total of $20,000 per biennium. Project proposals should not be adding on to previous proposals but be unique and individually not total more than $10,000.

 

Applicant Eligibility

An agency, non-governmental organization, or individual who has an appropriate need may apply.

Staff support for participating in salmon recovery efforts:

Wild Fish Conservancy - Project Development: $9950.

Snohomish County Surface Water Management - Support for Intern associated with Big Tree Project: $9850.

Stillaguamish Tribe - Support for participation on Marine Protected Area Committee: $4200.

Technical Assistance Projects Update:

Snohomish County Surface Water Management - Trangen Meander: $10,000.

Snohomish Conservation District - Technical assistance to farmers in the Clean Water District: $10,000.

Snohomish Conservation District - Technical assistance specific to riparian planting on agricultural lands: $4916.

Snohomish County Surface Water Management - Grant writing assistance associated with North and South Fork riparian restoration: $5000.

Snohomish County Noxious Weed Board - Purchase of Arc View 9.3: $3984.

City of Arlington - Eagle Creek Riparian Volunteer Transportation Project: $3533.52.

Stilly-Snohomish Fisheries Enhancement Task Force - Restoration Feasibility and Premliminary Project Design associated with knotweed control: $10,000.

Stilly-Snohomish Fisheries Enhancement Task Force - Technical Assistance Support: $15,000.

Education and Outreach

WA State University Cooperative Extension - Mountains to Sound Salmon Education Program and family forest owner education: $9800.

Snohomish Conservation District - Puget Sound Youth in Action Americorp Intern: $10,000.

Stillaguamish Tribe - Watershed Restoration and Education Field Trips: $3392.

Eagle Creek Elementary - Supplies for Salmon/Eco Festival: $720.

WA State University Cooperative Extension - Combined Ed & Outreach Project: $14,890.
